Zimmer has extensive experience in development consulting to the public sector assisting in negotiating public/private partnerships. As a consultant to the City, we become an extension of City staff providing expert analysis and counseling. Typically, development consulting is focused on a blighted or underutilized parcel, or property that is difficult to develop because of multiple ownership or regulatory hurdles. Sometimes called a Master Developer, Zimmer’s role may include strategic planning, feasibility analysis, public finance, land acquisition, marketing and sales, developer selection, development and construction.
In the role of Master Developer, Zimmer will market the property to secondary developers, assist the city in projecting public incentives and negotiations with secondary developers, managing the design and construction of infrastructure, and coordinating the development process.
Zimmer represents the interests of the public sector and the taxpayers in dealing with the private sector, positioning the community, the development, or property to compete in the marketplace.
